We represent selected suppliers as their exclusive partner for markets where relationships, procurement and compliance decide the outcome. We deliver signed contracts, not reports.
A mandate is a written, exclusive agreement under which Mandeur represents a supplier in defined territories and segments. We take on the work a supplier cannot do from headquarters: naming the right accounts, opening doors through people who are trusted locally, carrying the opportunity through procurement and keeping every step of it documented.
We do not hold stock, we do not resell, and we do not take every product. We are paid a retainer that is offset against the first commission, and a commission that is tied to what the buyer actually pays.
We sign a limited number of mandates with suppliers whose products we would stake our name on, and we represent them exclusively in the territories where we have real access.
Within the first sixty days we name the target accounts and arrange the first qualified meetings, through introducers and country partners who already hold the relationship.
We stay with the opportunity through tender, evaluation and contracting, with the supplier's technical team, until a contract is signed and the first invoice is paid.
A country gets picked because of an inbound lead or a good week at a trade show, before anyone has mapped the procurement route, the certification bill, the local-content rules or when the incumbent contract actually comes up for renewal.
A signed distributor or integrator agreement is not distribution. The partner carries forty suppliers, has no reason to lead with yours, and nobody there is trained on your product. Twelve months of silence follow.
Technically won, commercially stalled. Security review, sovereignty requirements, local entity rules, tender formalities and payment terms surface at once, and nobody on the supplier's side owns that phase.
Our first-year focus is security, defence and government technology, together with a small number of opportunistic mandates in adjacent fields such as energy storage.
Body-worn video, evidence management, command and control, and the software that ties them together.
Platforms for records, e-signature, case management and citizen services, sold to ministries and agencies.
Identity, detection and protection products for public sector and regulated operators.
Battery energy storage and infrastructure technology where public procurement or regulation shapes the sale.
How buying actually works in the market, and which accounts are worth the effort.
Your offering recast in the buyer’s language, at a structure their procurement can approve.
Named decision makers introduced directly, from inside our network.
Security review, compliance, certification, contracting and tender submission, owned end to end.
We appoint and manage whoever delivers, then drive renewals and the next account.
Headquarters in Prague. Partners with their own standing in Warsaw, Bratislava, London and Dubai, and through them access to the Gulf and to selected African markets.
Each region is owned by one accountable partner, not a shared inbox. Two seats are filled; three are open.

We are appointing deliberately rather than quickly. See the seats and what each one needs.
All people →Government and defence markets are only worth entering if the way in survives an audit. Every introducer and partner works under a written agreement signed before the first meeting. Every payment is documented and paid only from commission we have received. We screen counterparties against sanctions lists, we never pay public officials, and we follow the export controls that apply to each product.
Our agreements are drafted to meet the U.S. Foreign Corrupt Practices Act and the UK Bribery Act, so that a supplier's own compliance team can sign off on working with us.
How we divide the local work and the commission, and why every partner signs before the first meeting.
15 September 2026Suppliers often confuse a mandate with a distribution agreement or a consulting engagement. The differences decide who is accountable for the contract.
Tell us what you sell and where you want to sell it. We will tell you, candidly, whether we can open that market and what it would take.
